Our HACC Development Officers and HACC Training Project cover the 8 Local Government Areas of Cumberland Prospect and Nepean: Auburn, Holroyd, Parramatta, Blacktown, The Hills Shire, Hawkesbury, Penrith and Blue Mountains.
HACC is short for Home And Community Care. This well-known program helps frail old people and people with functional disability live independently in their own home, preventing premature or inappropriate admission to residential care.
The HACC Program is currently undergoing reforms under the 2011 National Health Reform. In this reform, the Australian Government will be responsible for a national aged care system. This includes the transfer of HACC from state and territory management to the Australian Government (except in Western Australia and Victoria).

HACC Fees Protocol
The regional HACC Fees Protocol is a resource that was developed by WSCF HACC Development project in partnership with some Community Care service providers in Cumberland Prospect and Nepean.
The Protocol is in line with the Draft National HACC Fees Policy (2007). It aims to provide more detailed guidelines as well as tools for HACC service providers in the region to:
-
assess a HACC service user's capacity to make a fee contribution;
-
reduce and cap fee contributions where appropriate; and
-
co-ordinate with other service providers to cap fee contributions (for multiple service users)
The Protocol will be released as a general resource/tool in early 2012.
For background information on the issues, please see "Regional HACC Interagency Fees Protocol: Do we need it?" - WSCF presentation at WS Regional HACC & CC Forum held 7 Oct 2009.
